Firearms are often the part of a household that heirs disagree about, and the disagreement is almost always about which market the figures were taken from.
Single pieces
A rifle or a handgun is researched against completed sales of the same make, model, chamber, barrel length and condition. A counter quote is a bid, not a value, and the report says plainly which it rests on.
Whole collections
A collection is grouped so the ordinary pieces are valued together and the few carrying real money are valued on their own. That is the only way a long list stays readable to an executor or an underwriter, and it is also how a safe full of similar rifles stops hiding the one that matters.
Antique and early arms
Early ignition arms change hands among collectors rather than through dealers in modern sporting guns, and they are researched there. Condition language in that market means something different too, and a report that borrows the modern vocabulary will read as wrong to anyone who buys these. Everything else in the house is New Hampshire personal property work.
A single firearm can honestly carry three different figures at once, and a report earns its keep by saying which one it answered. The purpose chooses the market, the market chooses the evidence, and the evidence sets the number.
Estates and division
Probate and property division both want fair market value on a stated date, taken from completed sales rather than from asking prices, so heirs or spouses are dividing one agreed figure. Where a piece has to be sold instead of kept, the report says what a timed sale would realistically return.
Coverage
A schedule needs replacement value, which is a retail search and almost always the higher of the two. A policy written off a resale figure leaves the owner short at precisely the wrong moment.
Two rules do most of the work behind a New Hampshire firearm valuation. One sorts the antiques out of the chapter that governs handguns, and the other means a sale anywhere in the state is evidence everywhere in it.

A pistol or revolver, for the chapter's purposes, is any firearm with a barrel less than 16 inches long. The definition then excludes antique pistols, gun canes and revolvers, which it describes as those using an early type of ignition: flintlocks, wheel locks, matchlocks, percussions and pin fire. A piece chambered for center fire or rim fire cartridges in common current use does not qualify, however old it looks. The section also preserves ownership and transfer of those arms by museums, antique or arms collectors and licensed dealers at auctions, gun shows and private premises, so long as federal law is satisfied. Which side of that line a piece falls on decides which market its comparable sales come from.

New Hampshire reserves firearms regulation to the state alone
To the extent consistent with federal law, the state holds authority and jurisdiction over the sale, purchase, ownership, use, possession, transportation, licensing, permitting and taxation of firearms, components, ammunition and supplies. Except where a statute says otherwise, no ordinance or regulation of a political subdivision may regulate those matters, and municipal rules that were not authorized were made null and void when the section took effect. Zoning for firearms businesses on the same footing as other businesses survives. For an appraisal that matters more than it sounds: there is no town by town patchwork to correct for, so a completed sale in one part of the state is usable evidence in another.
